TOO MUCH BOOST help

I have a stock long block 97 gt and it has a precision turbo air60 it was 7-8 lbs then i put on a 2.5" exhaust. Then the boost went to 8-9.5 lbs now i put a dump on the down pipe and i boosted 12 lbs i need to get the boost down and still keep the dump:(

the spring in the gate is still set for the 7-8 lbs so no matter what exhaust it has on it the gate will still open at the set psi maby by opening the exhaust up the turbo is now flowing more than the gate can regulate it is a 38 mm tial gate

this is a problem i have with the turbovolicity kit

It could be that there is to much back pressure behind the turbo like you said. Maybe you can vent the wastegate to atmosphere, although im sure that would sound like shit and get annoying quickly.
