Please explain BASE Tune

The base tune I'll receive with my package is it just factory values for my EEC code or it's more like what I usually get with custom mail in order chip with values adjusted for my mods, more agressive shift/lockup schedule, advanced timing, premium fuel, raised rev limiter, etc.......
Perhaps topic for FAQ.
